The Childrens Minister has admitted that the referendum on the rights of the child is being held up because of legal stumbling blocks.

Children's Minister Barry Andrews has admitted that the referendum on the rights of the child is being held up because of legal stumbling blocks.

Minister Andrews there is still a need for some "tweaking" on certain aspects of the Bill, which will in time be put before the people.
