The Finance Minister Brian Lenihan has ruled out exempting low paid public servants from pay cuts.

The Dáil has started passing legislation to give effect to the cuts announced in last weeks Budget.

Brian Lenihan said he recognises the cuts are painful, but said they are necessary to get the public finances back in order.
