Cowen to unveil plan for breaking Lisbon stalemate

The Taoiseach is due to present his plan for breaking the Lisbon Treaty stalemate when EU leaders gather for their latest summit in Brussels today.

Brian Cowen hasn't publicly revealed any details of the plan, but it has been obvious for some time that the Government is set to run a second referendum in an effort to overturn last June's vote.
