“The move was a progressive one that helps put in place the framework for a shift in consumer behaviour toward low-alcohol beer and cider,“ she said.

“It also sends a strong signal to the industry that the Government is willing to be supportive of consumer choice in encouraging responsible drinking.

“Low alcohol beer and cider have found great popularity abroad. In Australia, for example, low alcohol beer accounts for 25 per cent of the market.

“This was due in part to a favourable excise regime, but it did not happen overnight.

“Experience is that the development of this category will require significant effort, time and money to educate consumers and to build demand.”
