A ceasefire watchdog will say today that current or former Provisional IRA members were involved in the murder of a 21-year-old man last year.

The four-member Independent Monitoring Commission (IMC) is expected to say Paul Quinn from south Armagh was lured over the border and beaten to death by a gang in Co Monaghan following a fallout with people associated with the organisation in his area.
