Harney expresses regret at findings of Leas Cross report

The Government and the Health Service are being blamed for what's being described as institutional abuse at the Leas Cross nursing home in north Dublin.

An Independent report carried out by Professor Des O'Neil has said the standards of care there were deficient at many levels.
