Civil servants "stunned" at decentralisation plans

The country's top civil servants have raised questions about the Government's plans to decentralise 10,000 civil and public service jobs.

It has emerged that top-level officials at Government departments were given only 48 hours notice of the plan, before it was announced in the Budget on Wednesday.
