In its annual report, Amnesty also criticised the Government for failing to introduce legislation to monitor the transfer of military and security equipment from Ireland to other countries.

Amnesty expressed concern about racist violence in Ireland and Garda accountability.

The organisation made references in its report to complaints about alleged corruption in Donegal, the policing of the Reclaim the Streets protest in Dublin last May and the shooting of John Carthy by armed gardai in April 2001.
