A "full and permanent cessation of all paramilitary activity" is the key requirement of the British and Irish governments’ long-awaited joint declaration on pushing forward the Northern Ireland peace process, it emerged tonight.

The document, published this afternoon, sets out the Governments’ ideas for how the Good Friday Agreement can be translated into a robust and durable peace.
