Householders warned to pay refuse charges

Householders who neglect to pay refuse collection charges are to lose their local authority-supplied dustbins, Environment Minister Martin Cullen said today.

And homeowners who merely leave their uncollected rubbish lying around their property as an alternative will face prosecutions and fines, the minister declared.
