The Cabinet is expected to approve the establishment of a full statutory inquiry to investigate clerical sexual abuse today.

The inquiry would have similar powers to a company inspector but all hearings would be held in private.

The function of the inquiry is to deal with the systematic element of sex abuse, as opposed to detailing every aspect of each case.

The inquiry will be similar to the Bermingham probe on the Diocese of Ferns except it will have statutory powers and hence will be able to compel witnesses to give evidence.

It is not yet clear who will head up the new inquiry but it is expected it will be done without delay with all sides wanting closure.

Meanwhile, a special 26-man Garda team is continuing its investigation to track down clerics responsible for the covering up of serial child abuse.

The Catholic Church is said to be co-operating fully with the investigation.
