The claim was made by Independent TD Stephen Donnelly, who calculates that up to €20bn in revenue could be targeted in future taxes if loopholes are ended.

His proposals have been submitted to Finance Minister Michael Noonan, who promised to examine them when drawing up the post-budget Finance Bill.
