Voters could be asked to overhaul the voting system and allow non-Oireachtas members become ministers in just 12 months.

The Constitutional Convention gave its fourth report on electoral reform to the Government yesterday following meetings in May and June.

The Government has four months to decide whether to hold a referendum on overhauling its voting system.
