During the almost six minutes of footage on the video-sharing website, the young drivers and their passengers are captured either leaning out of the doors or the windows of their three Toyotas as they weave in and out on roads that are often marked by unbroken white lines.
There is no attempt to hide their registrations or their identities.
In fact, at the start and end of the footage the men are shown up close and their nicknames are emblazoned across the screen.
At the end, the message “in Toyota we trust” appears followed by “brought to you by driving awareness”.
“Hope you all enjoyed these crazy acts,” it adds before concluding by offering an email address to those wishing to see more films.
Footage posted on the Youtube website was taken down, but it was reposted by a user calling himself “ectoraige”. The latter posting had been viewed more than 9,000 times.
Noel Brett of the Road Safety Authority said he was furious and horrified by the images and said his organisation had reported the contents to Gardaí.
He said it was clear the risk the drivers posed to both themselves and to other road users. He not only appealed to young motorists to take care but also said parents should monitor the activity of their children if, for example they were regularly arriving home with damaged panels or were having to replace tyres on a very regular basis.
Messages have been placed on the Youtube page carrying the Tipperary footage. The majority of them criticise the young men. One points to the insensitivity of posting such a video so soon after seven young men died in a horrific accident in Donegal.
A Garda investigation into the Tipperary footage is under way and so far two vehicles have been seized and three men have been questioned.
