A SYSTEMATIC “see no evil” culture across state agencies was responsible for a convicted sex offender remaining in his lecturing post for two years, it was claimed last night.

Fine Gael education spokesman Brian Hayes insisted the report into the Niall McElwee affair showed only the threat of legal action would make officials take child protection seriously.

He warned that procedures had to be on a statutory basis, so people would know they faced prosecution if they failed to act in such cases.
