Within weeks of its official opening at the Templemore Training Centre, the water level was sinking by up to four inches a day and there followed two years of investigations and repairs in an effort to repair the mystery leak.

Haughey, then justice minister, pushed to have the pool built in 1962 during the conversion of the old military barracks in Templemore into the new Garda Training Centre.
