SCOTTISH First Minister Jack McConnell was finally convinced a total ban on smoking in indoor public places would work while visiting Ireland in August 2004.

In January that year Mr McConnell had suggested an outright ban might have been “impractical”.

Ten months later, he told the Scottish Parliament the executive would introduce a comprehensive smoking ban by spring 2006.
