President Hugo Chavez announced a 25% increase in Venezuela’s minimum wage to try to blunt the effects of soaring inflation, and defended his handling of an energy crisis and other domestic problems.

Venezuela’s government has imposed rolling blackouts of up to four hours every second day throughout the country to combat an energy crisis.
