Driving instructors believe new legislation on provisional driving licences will cause chaos, it emerged today.

The group representing Ireland's driving instructors has said any move to take learner drivers who fail their tests off the roads could be difficult to implement.

DRIVING instructors have called for a major reform of the provisional driving licence system after it emerged almost half of all learner drivers failed the official test last year.
