CAP chaos feared for land owners

CAP Reform “chaos” is predicted by former ICMSA leader Frank Allen, when “every farm in the country will have a different EU premium entitlement per acre”.

He warned of a bureaucratic nightmare for land owners, because of different entitlements on every farm, trading of these rights, and the restrictions and regulations in the CAP Reform package.

“The final details are still being worked on and it is likely that we will not know what the full implications are for at least a couple of months. I believe that there will be a lot more rules and regulations governing the operation of the premia entitlements when the legal text is completed, and that will not be for some time”, he told an ICMSA meeting at Adare.

Mr Allen said the CAP reform premium system could end up in the Irish court, where it could take years to sort out the constitutional rights of different farming sectors. He said specialist dairy farmers are likely to be one of the worst affected sectors, and called for a special payment system for dairy farmers, because many of them can expect very little premium entitlement.

“They have a genuine case, but the question arises as to how they can be provided for under the current proposals and if they are to be given an allocation, where will these rights come from. Somebody else has to lose out”.

He predicted that full decoupling, except for the slaughter premium, will be chosen by the Government for Irish farmers.
