THE telecoms’ regulator has proposed measures to encourage phone users to change operators and to extend the time Eircom can target lost customers.

Yesterday, the Commission for Communication Regulation said it had concluded its review of carrier pre-selection a service allowing phone operators to offer consumers telephone services using Eircom's network and recommended a number of remedies.

ComReg chairperson Etain Doyle said: "The measures taken by ComReg today are designed to help stabilise the market."

Among the measures being proposed by ComReg are: imposing a three month no-contact period for all 'win back' customers on all service providers.

It also wants transparency and comparability on prices with all service providers required to publish average monthly cost to low, medium and high-end users.

ComReg also proposes an end to slamming where a customer has been signed over to a new supplier without consent.
