Legislation has been published which allows for the merger of the National Roads Authority and the Railway Procurement Agency.

The proposal forms part of government plans for public sector reform, and in particular the rationalisation of state agencies.

The RPA will be dissolved and its functions and staff transferred to the NRA.

The new agency will be given the operational title "Transport Infrastructure Service".
