Cameron holding talks with Merkel on 'two-speed' Europe

British Prime Minister David Cameron will try to head off moves towards a formal “two-speed” Europe at talks today with German Chancellor Angela Merkel in Berlin.

The two leaders are meeting amid rising tensions over the British refusal to back a new tax on bank transactions to help regulate markets, and over Germany’s insistence on a treaty change to reinforce eurozone financial discipline.
