The President of SIPTU Jack O'Connor has said he "still believes" a national agreement on working pay and conditions is the best way forward for the country.
Addressing an audience in Waterford, Mr O'Connor said he wanted agreement with the Government. However, he said without it, major industrial action was inevitable.
