A $700bn (€482bn) rescue package for the United States’ troubled economy was in tatters tonight after it was rejected by the lower house of the US Congress.

The Dow Jones industrial average plunged more than 700 points as the US House of Representatives voted against the bill, which President George Bush described as necessary to avoid “financial panic” and a “long and painful recession”.
