New research commissioned by the Irish Security Industry Association (ISIA) has indicated that while regulating the security industry has been welcomed, there are still unlicensed operators trading and not enough is being done to police them.

The research, conducted by Lansdowne Market Research, examined the views of a cross section of senior management or company owners within the security industry and is the first research to be carried out since licensing was introduced. A separate study, conducted in tandem with the industry survey, looked at the impact of regulation on purchasers of security services.

98% of those surveyed agreed that regulation was a positive move and 76% felt that image of the security industry was improving as a result of licensing. However, unlicensed operators are a major cause for concern with 80% feeling that unlicensed operators were still trading in the industry and 74% believing that not enough is being done to police and enforce licensing.

Garda Vetting has also been highlighted in the research as an area for concern. 90% of companies believe that Garda vetting of potential employees is very important but 40% are unhappy with the process, claiming it takes too long.

From a customer point of view, 95% feel that being a licensed operator is a key factor in choosing a security service provider. However, one third of customers are not aware that it is an offence to hire an unlicensed security provider.

Speaking at today's launch, Martin Stairs President of the ISIA said: "The ISIA conducted this research principally as a service to our members but there are clear messages in this research for everyone in the security industry, the PSA, Gardai and customers.

"It highlights the many issues that still confront our expanding industry post licensing. It is very clear that a large sector of the industry is unhappy with the fact that unlicensed companies are still operating, despite the introduction of licensing."

Also there is still a lack of awareness among customers with regard to the implications of hiring an unlicensed operator. This is most likely a resource issue but it must be addressed. The length of time taken by Gardai to vet potential staff is also causing problems for the sector - and this is also an area which clearly requires additional resources and commitment”

80% of customers indicated that they are happy with their current provider but if they were to make recommendations to improve the quality of service from the security industry, 39% suggested improved staff training and 11% suggested improved customer service.

Martin Stairs added, “This is one of the most important studies conducted into our industry as we have elicited both the views of providers and customers. It is also the first research that we are aware of, to be conducted since licensing was introduced and validates many of the existing views of our members.

It does highlight, however, the importance of training and quality standards to customers, elements which the ISIA value very highly. Through ISIT Skillnet and our quality programmes, we ensure that our members are best positioned to meet the demands of the market.”
