The Irish Congress of Trade Unions has said any tax rises in this year's budget must target wealthy people who use various schemes to pay less than their fair share to the Exchequer.

The organisation was reacting to the latest assessment by the ESRI, which says Finance Minister Brian Cowen will have to borrow money or raise taxes due to a deterioration in the public finances.
