The health insurer Vivas has said it will be seeking a derogation from risk equalisation if Quinn Direct is allowed to avoid the compensation payments following its takeover of BUPA.

Quinn Direct is claiming that it is exempt from the payments for three years as a "new entrant" into the health insurance market.
