A fall in profits caused by regulatory changes will not be sufficient grounds for an investor to sue a sovereign state as part of a proposed transatlantic trade agreement, according to the EU Commission.

New documents released by the Commission state that a claimant must allege that one of four key “guarantees” has been contravened by a country before the controversial dispute resolution measure can be used.
