The Youth Guarantee initiative, backed with €10bn of EU funding, will not create the jobs needed without a certain minimum economic growth, Employment Commissioner Laszlo Andor has warned.

More than five million people, or 10% of those under 25, are unemployed in the EU. Greece and Spain are the worst hit with half their youth unable to find a job.

While the percentage is not as high for Ireland, it holds the record for the largest number of young people who are not in jobs, education or training.
