Ukrainian President Volodymyr Zelenskyy denounced Russia as “a terrorist state” at the UN Security Council in New York.

Mr Zelensky and Russian Foreign Minister Sergei Lavrov avoided each other on Wednesday with Mr Zelenskyy leaving the meeting before Mr Lavrov arrived.
