Turkish dispute delays EU summit
The start of the second day of the EU summit was delayed as leaders struggled to resolve a dispute with Turkey over how to begin membership talks .
Turkish Prime Minister Recep Tayyip Erdogan refused to accept the EU offer to begin entry talks in October, balking at a demand that his country effectively recognise Cyprus.
Erdogan met with host, Dutch Prime Minister Jan Peter Balkende, ahead of the start of the second day of the Brussels summit.
Balkenende then held one-on-one meetings with several EU leaders, causing a further delay.
