US can't guarantee safety of human shields - Franks

American and allied forces cannot assure the safety of “human shields” in the event of any war in Iraq, the US general who would run the war said.

General Tommy Franks, the US Central Command chief, said: “We will do our best to avoid non-combatant casualties and, I will tell you, we will not be 100% successful.”
