Culture secretary, Tessa Jowell, said the permanent feature would be situated in Lovers’ Walk, on the east side of the 142ha Hyde Park in central London.

The memorial will be jointly managed by Ms Jowell’s department, the Royal Parks Agency — which manages 5,000 acres of green space in London — and victims’ families.

The government has committed up to €1.5 million to the project.

“Fifty-two innocent people were murdered in the worst terrorist atrocity London has ever seen,” Ms Jowell said.

“A permanent memorial will provide a dignified and tranquil space for their friends and families — and the country — to remember them.”

Companies will bid to carry out the project. The final designs will be approved by the families.
