Rift develops between Cuba and Panama

CUBA has broken off diplomatic ties with Panama after the outgoing Panamanian president pardoned four Cuban exiles the communist government accuses of trying to kill President Fidel Castro.

President Mireya Moscoso pardoned the four Cubans yesterday, just a few days before she was to leave office.
