St Patrick's looked home and hosed as they led 3-0 at half-time. But John McDonnell's side were left hanging on at the death for a precious three points.
The result, Saints third win in four games, puts them third in in the table, a point behind Cork.
Mark Quigley shot Saints in front on ten minutes after good work by Keith Fahey.
Gary O'Neill added the second ten minutes later with a delightful lob after Darragh Maguire flicked on Dave Rogers' long ball.
The third arrived on 39 minutes when Anto Murphy was left unmarked to head home Fahey's corner.
Rovers' fight back began on 74 minutes when Matt Judge beat two defenders to crash a shot in off the underside of the bar.
Home skipper Faz Kuduzovic got a stunning second ten minutes later, rifling to the net from outside the box.
But Saints held out for a big win.
