Rangers are unlikely to have the cash to move for £2.5m (€3.5m)-rated Belgian striker Thomas Buffel after Graeme Souness insisted he will not be making a third bid for Jean-Alain Boumsong.
The Newcastle manager confirmed he has made two offers for the France international defender – an £8m (€11.3m) bid is still on the table.
