Pat Holden saved a 90th minute penalty from Trevor Molloy as Blues somehow salvaged a point from a match they appeared to have won.
Blues blitz Rovers to open up a 2-0 lead within 14 minutes.
Alan Reilly hit the first on seven minutes when controlling a poor clearance from Kevin Waters' cross to hit a stunning volley from 25 yards.
Reilly then provided the corner for Blues' second when his corner was forced home by Neale Fenn.
Blues went 3-0 up on 62 minutes from a Reilly penalty after James Keddy handled.
But Rovers stormed back within two minutes with Molloy scoring from a spot kick at the other end.
Skipper Terry Palmer pulled another goal back with a header from Keith Doyle's cross on 79 minutes before substitute Glen Fitzpatrick did likewise from Steven Gough's delivery four minutes later.
Molloy should then have won it for Rovers after Fitzpatrick was pulled down by David Breen, but Holden proved the hero with a great stop form the penalty.
