Both sides had to settle for a point in a dreadfully disappointing match before TV3's live cameras and a 7,000 crowd at Turner's Cross.
St. Pat's will be the happier as they frustrated former boss Pat Dolan on his managerial debut in charge of City.
Saints in fact had perhaps the two clearest chances of the match either side of half time.
Neal Horgan cleared off the line from Barry Prenderville while Colm Foley headed wide from a Ryan Casey corner.
City's only real chance came late on when Gareth Cronin's free-kick was easily held by Saints' keeper Chris Adamson.
