Under the Football Review Committee’s refined proposal which will form a motion at Congress, one of the five fouls which merit a black card, that is automatic substitution, is for the use of abusive or provocative language or gestures to players. Central Council will shortly endorse a separate motion on racism while Wexford have a motion calling for racist abuse to be made a red card offence.

Showing a black card to racism can be part of the answer, argues O’Neill.
