GAA Director-General Paraic Duffy views the actions of the hurlers in Cork and footballers in Donegal as ‘separate issues’ and not part of increasing player power.

“You can’t lump them all in together. They’re totally different and they’re to do with local circumstances rather than a national trend,” he said yesterday in Melbourne.

Having been involved in the negotiations in Cork last year which led to the brokering of an agreement after football manager Teddy Holland stepped down, Duffy said he was disappointed by the latest development involving the hurlers. However, he said that he didn’t see any value in commenting on it.

He pointed out that the appointment of managers wasn’t a problem in most counties.

“If a situation goes wrong, you look at it and say ‘where did it go wrong’ so you can try to put it right next time.”

He also stated that while the new manager charter which came into rule this year is important, it won’t solve problems like the one in Cork. It’s geared more towards putting relationships between county committees and managers on a firm footing.

“We are getting very positive soundings from counties that are starting to go through that process,” he added.

Nickey Brennan was prepared to concede that the five-year limitation on officerships – which has seen a significant change nationally – could call into question the quality of leadership in some counties.

“Clearly, county officers are going to have to realise that this is a tough job in this day and age.

“There are a lot of things to grapple with and there will be more to grapple with in the future,” he said.

“We are going to launch a strategic plan in a couple of weeks and there will be challenges in that.

“The charter is a template and I would expect all of the counties to have a copy with the Ard Stiúrthóir by the end of March. We feel that this will bring a better relationship overall.

“It is fair to say county boards, manager and clubs have rights and that’s contained within the charter. The charter will develop a better level of trust, but people have to work on that.”
