Are all those takeaways a healthy thing for the Capital of Culture?

“No additional takeaways will be permitted where there is a loss of office and retail frontage in order to preserve the character of these areas... the loss of prime retail space in the city centre commercial core area will also be an important consideration.” (Chapter 11.64.) Cork city now has a third Subway food outlet opening in a prime retail area. It seems the loss of retail frontage, and especially the loss of character to the city, is not so important after all.

And we call it Capital of Culture.
