THE Transport 21 plans for Dublin are very welcome, though the planned Luas spur to Rathfarnham is missing.

As pointed out by the trade unions, congestion is not peculiar to Dublin - taxpayers elsewhere also suffer.

Conspicuous by its absence in Transport Minister Martin Cullen's announcement was the long-awaited redevelopment of Kent Station in Cork, finally announced by him in June.
