The NCT, though hugely profitable, has had a negligible effect on road safety, whereas the penalty points system, when fairly administered, has saved lives and helped cut the carnage. But it isn’t being fairly administered, through computer deficiencies and a whole raft of additions designed as money spinners for Revenue.

And what business does the insurance industry have trawling through private individuals’ information on police or government files, unless that person has been convicted in the courts of criminal negligence?
