I have read the document “from the Supreme and Holy Congregation of the Holy Office for ALL Patriarchs, Archbishops, Bishops, and other Diocesan Ordinals ‘even of the Oriental Rite.’ ”

There is no doubt that the cover-up instructions in Crimen Sollicitationis, were sent to every bishop.
