THE various state incentives to assist the building industry have been pocketed by builders and developers.

Incentives for builders but none for buyers

The serviced land incentive is, in effect, a state subsidy to them. The reduction in the capital gains tax from 40% to 20% was supposed to encourage the release of building land, yet even now the government admits this has not worked. All the evidence is that builders, developers and land speculators are making an enormous killing at the expense of house-buyers.
