Proposals have a lot to offer

The publication of the Protection of the Environment Bill 2003 was described as a “cornerstone of improved environmental performance”

The bill, which will be debated in Seanad Éireann next week and which the minister wants enacted quickly, does indeed contain much to recommend it.

Unfortunately, most of the immediate focus will be on two provisions of the proposed legislation which will cause major resistance at local level.
