Postcode project

I HEAR that the Government, hot on the heels of the electronic voting system fiasco, is now trying to introduce postcodes.

Why are they so keen on doing things that nobody wants such as these two silly projects and so reluctant to do anything that most people do want (proper waste management and decent health services, for instance)?

Does the Government realise that this is a democracy?
