THE name-and-shame programme instituted to expose private citizens to public scorn for tax evasion is inherently selective.

Omitted from the lists published by the Revenue are the names of many of the ultra rich for whom tax loopholes and havens have been especially established.

It’s been reported, for example, that an adviser to Croatia’s former president arranged the sale of part of a mobile telephone concession in 1999 for £60 million and that the proceeds were deposited in an Irish bank account. No naming and shaming envisaged here.
