One of the most important is, ‘how should the attack affect British foreign policy?’ Britain cannot withdraw from Iraq, we are told, because it would be a victory for terrorism.

However, it does not follow that an immediate end to the occupation of Iraq would represent some kind of victory for Islamic fundamentalism.
